Strategic Task Group

Chair - Canon Andrew Teale – DDE, CEO

Andrew has worked in education for 25 years.

He has taught in primary schools in inner-city Nottingham and across Herefordshire, becoming the Headteacher of a small rural school, Pembridge Church of England Primary School in 2003. After 6 successful years as Headteacher at Pembridge, Andrew moved to become the Headteacher of a larger urban school, St Paul's Church of England Primary School, in Hereford.

Andrew became a SIAMs inspector in 2011 and has conducted church school inspections in the Hereford and Worcester Dioceses. 

Andrew has been a governor of a federation of a secondary and two primaries and an all through independent school in Hereford.

In 2014 St Paul's achieved an outstanding inspection from Ofsted and became a National Support School and Andrew became a National Leader of Education in 2015.

Andrew was the Executive Headteacher for St Thomas Cantilupe CE Primary School from 2012 until 2014, helping the school move from 'Special Measures' to a 'Good' overall judgement in 11 months.

In May 2018, Andrew was installed as a Lay Canon at Hereford Cathedral in recognition of his service to education in Hereford.

In 2019, St Paul's was awarded an overall judgement of 'excellent' under the new SIAMS inspection framework.

Since September 2018, Andrew has been the Director of Education for the Hereford Diocese. He remained as Executive Headteacher at St Paul's until Easter 2019.

In January 2019 he became Chief Executive Officer for the Diocesan Trust, overseeing a transformation to its new identity, culture and ethos,  as the Diocese of Hereford Multi-Academy Trust.

Headteacher of Ludlow Primary School

Mr M Stoppard

Mr Stoppard has 26 years of educational experience at a senior level. He has been a senior school leader at secondary level for 19 years. He has worked in a number of local authorities and has been instrumental in the improvements of five schools taking them out of category. A father of four with a belief in the importance of education at all levels.

 Mrs N Stewardson

I have had children at Ludlow Primary School since 2011 and have always enjoyed helping out where I can, be it on the PTA, listen to children read or helping on school trips. In 2018 I became a parent governor.
I have 3 children who have all started their education at Ludlow Primary from the the age of 2 years old, progressing through to year 6.
I have worked for Teme Leisure since 2000 as a Marketing Manager and oversee Swimming and Membership programmes, staffing and customer care. Leisure, Physical Education and generally encouraging children's fitness and well-being is a particular interest of mine. 

Mrs K Bowen

I worked at Shropshire LA for a number of years, until taking up a position within the Diocesan Education Team and now the Trust, as governance officer and PA to the CEO.  

I have lived in Ludlow and the community all of my life and attended school at both Sandpits and Clee View sites; both my daughters were also educated here, from Nursery to Y6. I was recently appointed to the STG and as the link governor for safeguarding.  

I am a Lead Coach and VC at Hotshots Netball Club, based in Ludlow, which has seen a large number of children from the school community, become members of the club since it was established in 2000.

I believe that all our children deserve to have every opportunity to thrive and have aspirations to achieve anything they set their minds to; in my role on the STG,  I will support the school and staff in the positive work they do for all of their children.

The Role of a Governor

Governors help set the vision and strategic direction of school

Inspection strands:

  • the leaders’ and governors’ vision and ambition for the school and how these are communicated to staff, parents and pupils
  • whether leaders have created a culture of high expectations, aspirations and scholastic excellence in which the highest achievement in academic and vocational work is recognised as vitally important
  • whether leaders have the highest expectations for social behaviour among pupils and staff, so that respect and courtesy are the norm

Governors’ activity might include work in the following areas:

  • School vision, aims & values.
  • GB powers and duties.
  • School development planning.
  • Setting the Performance Management targets for the HT.
  • Appointing key members of the leadership team especially the HT.
  • Agreeing policies/ procedures.

Holding the head teacher to account for the school’s educational performance

Inspection strands:

  • the rigour and accuracy of self-evaluation and how well it leads to planning that secures continual improvement
  • the effectiveness of the actions leaders take to secure and sustain improvements to teaching, learning and assessment
  • how leaders ensure that the school has a motivated, respected and effective teaching staff to deliver a high-quality education for all pupils
  • the quality of continuing professional development for teachers at the start and middle of their careers and later, and how leaders use performance management to promote effective practice across the school  
  • how effectively leaders and governors track the progress of groups of pupils to ensure that none falls behind and underachieve, and how effectively governors hold them to account for this
  • how well leaders engage with parents, carers and other stakeholders and agencies to support all pupils

Governors’ activity might include work in the following areas:

  • Monitoring and evaluation of data/reports, including the use of the data dashboard.
  • Assure themselves of the rigour and validity of the assessment process.
  • Visits to the school to monitor e.g. learning walks/ book scrutiny alongside senior/ middle leaders.
  • Seeking and acting on the views of parents/ pupils to evaluate their satisfaction.
  • Interviews with middle/ senior leaders about aspects of the school’s work.
  • HT performance management review.
  • Challenge to the HT for linking pay to teacher performance.
  • Any challenge and support offered through committee work/ in response to the HT report which has resulted in improvement to provision and outcomes.    

Ensuring financial resources are well spent

Governors’ activity might include work in the following areas:

  • Budget setting which demonstrates spending choices made in line with school priorities.
  • Strategic and reflective budget planning for spending:
  • Pupil Premium Grant
  • School Sports funding
  • Robust evaluation of the impact of spending the above grants to schools with a strong focus on impact on pupil outcomes.
  • Reviewing the scheme of financial delegation.
  • Any exploration of ‘best value’.

Ensuring statutory duties are met, the curriculum offer is appropriate and priorities approved

Inspection strands:

  • the design, implementation and evaluation of the curriculum, ensuring breadth and balance
  • how the school supplements the formal curriculum with extra-curricular opportunities for pupils to extend their knowledge and understanding and to improve their skills in a range of artistic, creative and sporting activities
  • how effectively leaders use the PE and sport premium and measure its impact on outcomes for pupils, and how effectively governors hold them to account for this
  • how the school prepares pupils positively for life in modern Britain and promotes the fundamental British values of democracy, the rule of law, individual liberty and mutual respect for and tolerance of those with different faiths and beliefs and for those without faith

Governors’ activity might include work in the following areas:

  • School website is up to date & complies with regulations.
  • Agenda / work programmes reflect annual cycle of timely discussion, review and approval of key compliance requirements e.g. Child Protection policy, SCR.
  • Safeguarding responsibilities met.
  • Monitoring the delivery of the curriculum offer and the effectiveness of SMSC.
